The SCHA processes applications in the order received and works diligently to process in a timely manner. Once the application team completes the review of your application, regardless of approval status, the SCHA will reach out via the email provided.

    10-DAY APPLICATION PERIOD: April 10th to 19th

    QUALIFICATION:

    • Only one (1) application per householdIf you will be owning, living in, and/or financing the property with another person, please list them on the application as a household member, but only fill out one (1) single application. Application is to be completed by primary applicant, adding information about household members as requested.
    • You must work 30+ hours per week within, and in service, to Summit County to qualify to purchase a property in Ophir Mountain VillageThis qualification must be met by at least one individual intending to own the listed property. This employment status must be active at the time of application.
    • Income Limit: Gross annual household income is below 80% AMI at 1.5 persons per bedroom size or by actual size of the household, whichever is greater. 80% AMI income for 3 persons: $87,760
    • Summit County Work History: The Qualified Buyer who has been gainfully employed in Summit County the longest shall be selected. Gainfully employed shall mean consistently employed for an average of at least thirty (30) hours per week for at least fifty (50) weeks per year. To be considered consistently employed, there must be no gaps in employment (e.g., an applicant that worked for five years, moved away for six months, and then moved back and worked for three years would get credit for three years of employment).

    Application Process Information:

    • Households interested in this property will be asked to fill out the Work History Affidavit For Ophir Mountain Village Properties. This will be used as the initial “application” step in this process.
    • SCHA will review the work history affidavits after he 10-day listing period and ask the 3 applicants with the longest time working in the County to fill out a Full Buyer Eligibility Application.
    • A full Buyer Eligibility Application & determination will be required of the top 3 applicants working the longest in Summit County within 3 days after SCHA invites them to apply. In anticipation of the possibility of any applicant(s) not meeting full eligibility or choosing not to enter a purchase agreement when it’s their opportunity to do so, the number of those who move on to the full application will be greater than the number of units available.
    • If an applicant’s information is found to be false, the application will be removed from the application process.
    • Buyers will be required to sign a new deed restriction covenant at closing.
    • The seller must accept the first full-price non-contingent offer received under the process above. Should that buyer subsequently terminate the contract, the next applicant, as determined by the work affidavit, would have the right to make an offer. If all applicants fail to close on the unit, it would then be available on a first-come, first-serve basis to any qualified applicant approved by the County/SCHA. Lottery winners have 48 hours to enter a contract.

    Full Buyer Eligibility Process Information:

    Full Buyer Eligibility Applications will collect information and documentation from applicant households to determine if the household meets the parameters of the restrictive covenant (deed restriction).

    • Individuals working within the Town of Keystone or providing services primarily to the Town of Keystone will receive priority in the purchase of the unit for the initial 60 day listing period. After May 20th, 2025, the units will be made available to all individuals working in Summit County.

    Deed Restriction Highlights:

      • You must work 30+ hours per week within, and in service, to Summit County to qualify to purchase a propertyThis qualification must be met by at least one individual intending to own any deed restricted property. This employment status must be active at the time of application.  Local employers may also qualify to purchase units.

    Additional Information:

    Income eligible applicants must earn between 70% – 100% AMI.

    Mortgage can not exceed 30% of an applicants monthly income.
