The SCHA processes applications in the order received and works diligently to process in a timely manner. Once the applications team has completed the review of your application, regardless of approval status, the SCHA will reach out via the email provided. For a lottery resale unit, processing can be done after the application period has closed.

    Lottery Qualification:

    • Only one (1) application per householdIf you will be owning, living in, and/or financing the property with another person, please list them on the application as a household member, but only fill out one (1) single application. Application is to be completed by primary applicant, adding information about household members as requested.
    • Email Verification: If an email is not verified before the close of the lottery application deadline, no entries will be included in the lottery. Please note: It is best to use a personal email. Work emails sometimes block the verification not allowing you to complete the form and gain entry into the lottery.
    • You must work 30+ hours per week within, and in service, to Summit County to qualify to purchase a propertyThis qualification must be met by at least one individual intending to own any deed restricted property. This employment status must be active at the time of application.
    • Income Limit: Gross annual household income is below 120% AMI at 1.5 persons per bedroom size or by actual size of the household, whichever is greater. The max annual gross income at 120% AMI for 3 bedrooms at 1.5 persons per bedroom is $166,020.

    Lottery Priority:
    **If a priority entry is deemed invalid based on the information entered on the household’s behalf, the applicant will not be allowed to proceed.  Please reach out to SCHA via email [email protected] if you would like assistance in verifying priority qualification.

    • Income Priority: Gross annual household income that is below 110% AMI at 1.5 persons per bedroom size or by actual size of the household, whichever is greater. The max annual gross income at 110% AMI for 3 bedrooms at 1.5 persons per bedroom is $152,185. Household under this threshold will receive an extra entry into the lottery.
    • Live/Work Priority: Households living or working in the Town of Silverthorne boundaries for a minimum months of the last 12 consecutive months. Click here to verify your live/work address.

    Three total entries possible:

      • +1 entry for the general lottery
      • +1 entry for meeting the income priority requirements
      • +1 entry for meeting the live/work priority requirements

    Section 7 (d) says, “If an applicant requires a Type A unit, they will be given first priority for Type A units that are or become available. The applicant requesting a Type A unit must submit an affidavit from a treating physician that substantiates the need for the Type A unit.”

    Section 8 says, “Buyers of homes are required to meet the definitions and terms of the Restrictive Housing Covenant. If there is a prospective buyer with a disability as defined by the Colorado Anti-Discrimination Act, who cannot meet the work in Summit County requirement as defined in the Restrictive Housing Covenant, the Town shall evaluate the situation in detail to determine if a reasonable accommodation can be made in accordance with the Town’s Fair Housing and reasonable accommodation policies. When evaluating if reasonable accommodation is an option, in-person meetings with the applicant or buyer will be held, whenever possible.”

    • Applicants will be notified, via email, of eligibility, lottery number, and quantity of lottery entries prior to the actual lottery.
    • Applications that are not complete at the deadline of Sunday, April 27th at 11:59pm will not be entered into the lottery.
    • The lottery will be held on Tuesday, April 29th. The lottery will be electronic and hosted by a third-party, approved vendor. Results will be posted after the lottery is complete.
    • A full Buyer Eligibility Application & determination will be required of the top lottery winner 3 days after SCHA invites them to apply. In anticipation of the possibility of any applicant(s) not meeting full eligibility or choosing not to enter a purchase agreement when it’s their opportunity to do so, the number of those who move on to the full application will be greater than the number of units available.
    • Approved entry into the lottery does not imply an approval of the Buyer Eligibility Application & determination.
    • If an applicant’s information is found to be false, the application will be removed from the lottery process.

  • Pre-Lottery Perimeters

    1. Individuals working in the Snake River Basin will receive priority in the purchase of the unit for the initial 20 days.
    2. If after 20 days more than 1 individual meets the priority to purchase, then a lottery would be held.
    3. The lottery would be for people that meet the Snake River Basin work priority assuming more than 1 person meets the priority. The SCHA prescreen application for applicants will open 1 week into the 20-day period.

    • Approved applicants will have 48 hours to enter into a contract. This time begins once the CBA (Conditional Buyer Approval letter) is received.
    • The seller must accept the first full-price non-contingent offer received under the process above. Should that buyer subsequently terminate the contract, the next applicant, as determined by the lottery, would have the right to make an offer. If all applicants in the lottery fail to close on the unit, it would then be available on a first come, first served basis to any qualified applicant approved by the County/SCHA.
